In September, California Gov. Arnold Schwarzenegger (R) vetoed two bills. One measure would have required health plans that cover surgery for cervical cancer to also cover the HPV vaccine. The other bill would have extended the age limit at which an infant can be legally relinquished from 72 hours to seven days.
